Potomac Rugby Conference (D2 & NSCRO) CIPP and Referee Requests

College Men,

Please confirm accuracy of CIPP registration and referee requests. Conference matches begin this Saturday, September 13th.  Eligible players must be CIPP registered prior to playing a match.  Penalties may be charged to teams with non CIPP players, including forfeiting the match.  Referee requests must be entered in the referee database (arbitersports.com) by the hosting team at least 8 days prior to the match.

Attached is the updated Fall Schedule.  The only change from 14 Aug
version is for NSCRO: regular season start changed on Sep 13 and the
CUA will host FSU on 25 Oct.  The PRC competition guidelines remain
the same, unless noted in the following guidelines. The main changes
are the PRC alignment with the Capital Rugby Union (CGU), dues
charging process, game cancellation procedure and penalties, start of
the NSCRO regular season moved a week earlier, and requesting for
nominations for the PRC Commissioner position.

1.  The PRC teams, excluding Navy and Maryland, are official members
of the Capital Rugby Union (CGU, http://rugby.org/).  This is a
temporary alignment as the PRC organizes its own administrators.  The
PRC will continue competition of the 2 divisions, which are Division 2
and NSCRO. The seven teams in Division 2 are George Mason, George
Washington, Georgetown, Johns Hopkins, Salisbury, Towson, UMBC. The D2
playoffs champion will automatically qualify for the national
playoffs.  Division 2 regular season matches will begin on September
13.

The six teams competing in NSCRO are American, Catholic, Frostburg,
Loyola, Mt. St. Marys, St. Marys. The NSCRO playoffs champion will
advance to the regional playoffs. Maryland C and Navy C will also
compete against the NSCRO teams but are no eligible for the D2 and
NSCRO playoffs.  The NSCRO regional match against the Cardinals
Conference is on November 22.

2.  Scoring System: The standings table will be updated weekly to
determine the rankings. Win=4 pts, Tie=2 pts, Loss=0 pts, Bonus Points
- Score 4+ Tries = 1 pt, Loss by 7 or less = 1 pt, Tie Breaker - head
to head, points difference

3.  Club Dues Collection: The Capital Rugby Union will collect
individual players and club dues through CIPP Registration.  Each
Invididual Player will be charged $16 in addition to the CIPP
registration to cover the overall club dues and club CIPP
registration. This only applies to teams eligible for D2 and NSCRO

4.  Playoffs: The NSCRO division playoffs will consist of the top four
teams in the regular season to be held on the weekend of November
15-16. The winner will advance to the regional competition against the
winner of the Cardinals conference in November 22. The Division 2
playoffs will consist of the top four teams in the regular season. The
semi-final round will be hosted by the higher seeded team on November
1, and the championship round will be held in a neutral location on
November 8.

5.  Forfeits: No-shows or forfeits must be coordinated between the
school club directors and the PRC Commissioner no later than 8 days
prior to the match. Not showing up to a game will be an automatic
forfeit and the team will be barred from the playoffs. The CGU
Disciplinary Committee will determine when disciplinary and/or
administrative penalties will apply against the forfeiting team, which
may include compensation due to the non-forfeiting team, not to exceed
$500. Forfeits will be recorded as 20-0 win to the non-offending team,
and recorded as 4 tries scored and 1 bonus point, per the Super 14
point system.

6.  Eligibility: Teams must follow the USA Rugby Eligibilty
guidelines. Players must be CIPP registered prior to their first
match. Any teams or players not CIPP will forfeit their match, as
decided by the CGU Disciplinary Chair. Coaches must also meet CIPP and
course requirements to be fully compliant.

7.  PRC Commissioner: Send me nominations for the PRC Commissioner.
This position is primary contact of all colleges in the Potomac Rugby
Conference.  Responsibilities not limited to creating the conference
schedule and resolving conference issues.

8.  Medical Trainer: The host team must have a medical trainer present
for all of your home games.

9.  Communication:
- Host team must communicate with their opponent no later than a week
prior to the match. Communicate sooner if there are changes to the
standard game day and kick-off time, or you will not have a B Side
available. Standard games are on Saturdays at 1:00pm.
- Host teams are responsible for submitting their referee requests to
the Potomac Referees Society.
