PRU Funds Status by PRU President

 

The PRU has approximately $81,326 in our account for all clubs (Seniors, Colleges). Our current outstanding fees include our disbursement to the CGU for the new Unions seed money and a few other bills we expect to see shortly (web hosting and other miscellaneous fees). After it’s all said and done I believe there will be roughly $60,000 remaining in our account. When we’ve paid our last bill we will be hiring a local accounting firm to perform a final audit of the funds, compute the allocation to each club and to disburse those funds. Our singular goal is transparency with every cent accounted

for.

 

In terms of expectations, do not expect any disbursement until the end of October. While it may be earlier than that, please don’t plan any expenditures until you actually see the money.

 

As no clubs provided the PRU any suggestions or computations as to how to disburse the moneys, the guidelines provided at our last AGM will be used. Those guidelines were:

 

• Identify the join date of all dues paying PRU clubs.

 

• All clubs who have been with the PRU 10 years or longer will receive a full share disbursement.

 

• All clubs less than 10 years will receive a prorated share.

 

• All clubs who have paid less than full shares (colleges, etc…) will also receive a prorated shared.

 

In order to keep track of this information, all clubs are asked to go to the google form found at the following link and to submit the requested information. This is just the preliminary information we

need and we may need additional information in the future:

Any club that does not submit this information by September 30, 2013 will be assumed to be waiving any request for funds. Sorry, but if we don’t know who to send money to, we simply can’t. Rugby Referee Requests, time to enter for fall season

Dear Club Representatives,

It's time to enter requests for rugby referees for the upcoming fall season!

There has been lots of reorganization of the league structures.  We in the Potomac Rugby Referees are largely ignoring that.  If you are in our geographic region (DC, MD, NoVA, and a smidgen of PA), we can supply you with officials.  N.B.: League matches are NOT entered into the system by league administrators (except in some unusual pre-arranged circumstances); clubs must enter their own home matches.

If you have not previously logged onto our system at www.arbitersports.com , your initial PW is your family name all lower case.  You'll need to promptly change it.  Your user name is the email address receiving this message.  Instructions for entering games can be found at: https://prr.arbitersports.com/front/107639/Site .  See the Club Corner, upper left.  If you do get stuck, I can provide telephone assistance most days; mid-morning is best.  However, please actually read the instructions first.  For anything unusual about a match, including an opponent not in our system, add a Note for the match after saving it.

Please remember to treat emails to me as business correspondence.  If you don't sign off with your name and club, don't expect much action.  As much as possible when sending messages to me, include enough information so that I stand a chance of solving your problem with one reply.

When clubs change officers, there is a lot of administrative overhead for us.  We would appreciate if clubs would change their emails to one that stays with the club and just the name of the officers change.  Some clubs have already done this.  Once you create a new email address, you can change this in your profile.  If you have trouble, I can assist.

Potomac Rugby Conference Fall Schedule 2013

College Men,

 

Attached is the Potomac Rugby Conference (PRC) regular season schedule.   The PRU bylaws and competition guidelines still apply though we're in the process of updating our conference bylaws and competition guidelines.  The changes are the conference divisions, playoff qualification, medical trainer requirement, and club dues.  We will also enforce the forfeits regulations for the fall season as well.

 

1. Conference Divisions: The PRC is divided into 2 divisions, which are Division 2 and NSCRO.  The seven teams in Division 2 are George Mason, George Washington, Georgetown, Johns Hopkins, Salisbury, Towson, UMBC.  The D2 champion will automatically qualify for the national playoffs. The six teams competing in NSCRO are American, Catholic, Frostburg, Loyola, Mt. St. Marys, St. Marys.  Maryland C and Navy C will also compete against the NSCRO teams but will not compete in the playoffs.   
2. Scoring System:  The PRC will use the Super 14 point system already in place. The standings table will be updated weekly to determine the rankings. The change in the tie-breaker is head to head competition instead of point differential.
3.  Playoffs:  The NSCRO division playoffs will consist of the top four teams in the regular season to be held on the weekend of November 9-10.  The winner will advance to the regional competition against the winner of the Cardinals conference in March 2014.  Due to the D2 National Championship moving to the fall season, the Division 2 playoffs will consist of the top four teams in the regular season.   We will not have the quarterfinal round in order to give the winner an extra week to prepare.  We are looking for venues to host the NSCRO or the Division 2 Final 4.
4. Eligibility: Teams must follow the USA Rugby Eligibilty guidelines.  Players must be CIPP registered prior to their first match. Any teams or players not CIPP will forfeit their match.  The coaches must also meet CIPP and course requirements to be fully compliant. Reference http://usarugby.org/college-eligibility 
5. Forfeits:  Teams must notify their opponent if they do not have at least 15 players available.  Not showing up to a game will be an automatic forfeit and the team will be barred from the playoffs.  Disciplinary and/or administrative penalties will apply to the forfeiting team, which may include compensation due to the non-forfeiting team. Forfeits will be recorded as 20-0 win by the non-offending team, and recorded as 4 tries scored and 1 bonus point, per the Super 14 point system.  
6. Promotion and Relegation:  A challenge match is necessary for promotion and relegation.  The NSCRO team may challenge the lowest ranked team from Division 2.  There may be an exception to the relegation when the Division 2 team does not meet the NSCRO eligibility.
7. Medical Trainer:  The host team must have a medical trainer present for all of your home games.
8. Club Dues:  The proposed amount for club dues is $300 for each club, which is more than half the PRU charged in the past.  The PRU and VRU will combine in August 2013 to form the new Capital Geographical Union, and the PRU will determine what to do with the excess funds by the end of the summer.  It was suggested the PRU may send the excess funds back to the clubs.
9.  Communication:

-   Host team must communicate with their opponent no later than a week prior to the match.   Communicate sooner if there are changes to the standard game day and kick-off time, or you will not have a B Side available.   Standard games are on Saturdays at 1:00pm.
-  Host teams are responsible for submitting their referee requests to the Potomac Referees Society.
